of 2nd September 1922, I am commanded by My Lords
Commissioners of the Admiralty to acquaint you that They Admg by foluene
have recently had under consideration the question of the
effect of Artiole 19 of the Washington Agreement, a copy
of which is attached, on the Defence and development of
Hong Kong
2.-
In the course of their review of these questions
it was brought to Their Lordships' attention that any
construction of additional docks at Hong Kong or of
breakwaters which might be regarded as of service to the defence
of Hong Kong must be regarded as a violation of Article 19 of
the Treaty, if carried out either by H.M.Government or with
the help of funds provided by H.M.Government.

I am accordingly to request that you will bring
to the attention of the Secretary of State the fact that
Article 19 of the Washington Treaty will debar H.M.Government
from subsidising these or any other works which could be
regarded as conducing to the improvement of Hong Kong from a
Military or Naval point of view.
