My Lord Duke,
I have the honour to inform Your Grace that
Dr. Rodriguez, the new Governor of Macao, is expected to take up office early in the new year.

In accordance with the established custom
he will no doubt pay me an official visit soon after his assumption of the administration and it will be necessary for me to return the visit in person. I have therefore to request permission to be absent from the Colony for that purpose at such date as may prove most convenient.
As these exchanges of visits are unavoidable whenever a new Governor is appointed either to Hongkong or to Macao I venture to suggest that, in order to avoid the necessity of specific reference to the Secretary of State in each case, it might be laid down as a general rule that the Governor of Hongkong may leave the Colony for the purpose of paying official visits to the Govemor of Macao, on the understanding that he will not be absent from Hongkong for more than one night. Absence for even one night would probably be very exceptional.
