Referring to Viscount Harcourt's Circular #despatch of the 28th April, 1915, and to Mr. Long's Circular 656279
despatches of the 22nd December, 1917, and the 18th October, 1918, I have the honour to forward for your consideration and approval the enclosed Certificate of Naturalization of Mr. Isaac Samuel Perry, together with a Memorial and Statutory Declaration (with two exhibits attached) in support thereof by the applicant and a Statutory Declaration by Sir Catchick Paul Chater with respect to the residence
of the applicant.

There are enclosed further four Statutory
Declarations vouching for the applicant's good character
and loyal ty by the following persons:-
1. Sir Catchick Paul Chater, C.M.G.
2. Charles Forsyth, M.D.
3. Charles Albert Bannerman Brooke.
4. Edward Benjamin Raymond.

At the time when Mr. Perry's application was
first received, it was noticed that the two Declarations
by Sir C. P. Chater had been made before Mr. W. E. L. Shenton, who though fully qualified to take such, was nevertheless barred under Rule 8 of the Instructions marked
