I have the honour to inform you that captain Koseradeky, master of the Russian Volunteer Fleet S. S. "Indighirka", anchored in this harbour, having disobeyed instructions from the legitimate administration of the Russian Volunteer Fleet, still endeavmure to wrongful) v navigate this ship under the French flag in violation of the constitution of the R.V.7.
The legal Board of Directors of the Russian Volunteer Fleet, appointed by the Russian Government at the beginning of 1917 had no possibility to administer the
business for some time being owing to the political events
and non-activity of this Board caused the creation of
several struggling parties of the R.V.F.
it the beginning of the current year the
above mentioned Board of Directors, having been added with new Directors in lieu of the retired, received the confirma-
tion of its rights with the instructions to re-establish the activity of the Mast from present Russian Government.
As special delegate of this Board, now sitting
in Moscow, I have instructed captain Kozeradsky to report to me immediately at Hongkong, admitting, that he could be misled with wrong information, but after his refusal to subordinate, he has been discharged by me and captain Dereviantchenko former chief mate of this ship, has been ordered to take over mastership of 9. 8. "Indighirka".
