Buildings Ordinance Office. Their report was forwarded to you as Bessional Paper No.13 of 1921 and I am satisfied that

these additional appointments are much required.

As regards the general financial position

I think I need add nothing to what I said in my address to

the Council. It is improbable that the total sum provided

for Public Works Extraordinary will be spent, while it is probable that the revenue will be higher than the Estimate so that the deficit appearing between the revenue and the expenditure will not amount to the estimated total of $4,016,565. In any event there are liquid balances amply sufficient to cover the deficit and I consider that it is both necessary end desirable to press on with the programme of public works many of which will prove remunerative in

the very near future.
