With reference to your despatch No.198 of the 28th of June, 1922, and to the copy of a letter from the Home Office respecting the certificate of naturalisation granted to Mr. Ip Lan Chuen transmitted therewith, I have the honour to inform you that the form of declaration under the local Evidence Ordinance (Ordinance No.2 of 1889, Section 44) was adopted in this case.

It appears however that neither the local
Evidence Ordinance, nor the local Ordinance as to affirmat- ions (Ordinance No.1 of 1869, Section 15) referred to in
your despatch applies. The difficulty arises from the
uncertainty as to the Chinese oath, and is referred to more fully in the Crown Solicitor's note on the question raised by the Home Office, a copy of which is forwarded herewith.
3. Naturalization Regulations, 1922, made on
the 12th April, 1922, have not yet been received in this
Colony. If these do not deal with the matter under
consideration I should be glad if the point could be put
before the Home Office with a view to the making of my
further regulations that may be deemed necessary.
