cannot be admitted or readmitted to the Colony at present.
With regard to other aliens a scheme is now in operation under which His Majesty's Government recognises societies recommended by certain Protestant Missionary Conferences, and by the Cardinal Archbishop of Westminster. The members
of these societies and are admitted into the British
Colonies and India upon their producing credentials from the societies to which they belong. Any seeisty recognised by His Majesty's Goverment will of course, if necessary, be
recognized by the Governor in Council under the Ordinance.
Missiomries she do not belong to any recognised
society have to make special application, and such
applications are dealt with on their merita, This will
also be the procedure under the Ordinance,

Clause 3 deals with recognised societies, and the
permit under that section is only a temporary permit pending the production of the proper credentials of the applicant.
Clause 4 deals with the members of unrecognised
societies. In their ease the grant of a permit is discret- ionary, and the permit is subject to cancellation in the discretion of the Celexy Secretary. Further, no pomit under this section can be issued until the applicant has signed an undertaking to co-operate loyally with the Government of the Calony. The form of this undertaking is given in the Schedule.
Aliens who are carrying on work in the Colony at the commencement of the Ordinance will not come under th operation until six months after the date of the commence-
ment.
When the Ordinance is passed a regalation will be made excluding all persons of Chinese race from the operation of the Ordinance.
