With reference to your despatch No.173 of the
9th June, 1922, 1 have the honour to forward for your consideration a revised draft of the Alien Missionary Bill on the lines indicated in your despatch under reference.

It will be noticed that the Colonial Secretary
has been constituted as the permit-giving authority in the Bill, but there seems to be no particular reason why this should be so, and I propose with your approval to substitute the Registrar of the Supreme Court as a fitting person to perfom these duties.

It has been observed that some at least of
the Protestant Missions working in this Colony have not been
recognised in England, and that none of the Roman Catholic
Missions here have been so recognised. If this Colony is to
have recognised societies which are not recognised by His Majesty's Government, forms of guarantee such as are referred
to in olause 3 of the draft Bill enclosed will be necessary.
4.
I forward therefore a complete list of the
alien Societies operating here, and would ask that steps may be taken to provide them with the necessary guarantees.
