REPORT ON ORDINANCE No. 16 of 1922.

1.
I have examined the accompanying Ordinance intituled An
Ordinance to amend the Recreation Grounds Ordinance, 1909, and
I am of opinion that the Ordinance is one which is not contrary
to the Governor's Instructions.
2. The object of this ordinance is to give power to apply the
surplus revenue derived from the Chinese Recreation Ground to

only Chinese charities will be so approved. The immediate
intention is to contribute $100 a month to the upkeep of the new
Chinese Maternity Hospital at Sai Ying Pun. The present rev-
enue from the Chinese Recreation Ground is about $273 a month,
and the average expenditure for the last six months was $134 a
month, leaving a surplus of about $139 a month.
3. Section 3 of the Ordinance is added because in 1920 the sum
of $10,000 was paid out of the accumulated revenue of the Chinese
Recreation Ground towards the cost of constructing the above Ma-
ternity Hospital, and it is necessary to legalise this payment.
The balance to the credit of the Chinese Recreation Ground ac-
count on the 31st May, 1922, was $6,359. 91.

In my opinion this is an Ordinance to which His Excellency
the Officer Administering the Government may properly assent in
the name of His Majesty and on His behalf.
