I have examined the accompanying Ordinance intituled

dinance to make provision for the protection of certain Wild Birds /
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
2. The Wild Birds and Game Preservation Ordinance, 1914, Ordinance
No. 18 of 1914, was not clear, and some of the provisions of the
Ordinance and Schedules were not in accordance with local conditions.
For example, some birds which do not breed here were given the pro-
tection of a close season.
It would have been possible to proceed
by way of amendment, but the method of repeal and re-enactment seemed
more desirable, especially as a revised edition of the Ordinances is
in course of preparation.
3.
