With reference to paragraph 7 of Sir R. E. Stubbs' Confidential despatch of the 18th March, 1922, and
Ian Scheyin particular to the statement therein to the effect that

drastic reorganization of the information Departments of the Police and the Secretary for Chinese Affairs would be necessary as a result of the Seamen's Strike, I have the
honour to report generally on the action which has been
taken with this end in view.
2.
The steps taken to weed out the useless
members of the Chinese Police Force itself may be summarized
as follows:-
(a) 15 Constables dismissed.
(b) 6 Sergeante pensioned.
(c) 2 Sergeants ordered to retire on 31st December, 1922.
(d) 3 Sergeants and 1 Constable reduced in rank.
(e) 1 Constable informed that he will not be re-engaged,
unless he improves.
(f) 12 Detective Constables returned to uniform duty.
(g) 14 others of various ranks put on six months'
probation, at the expiration of which they will be
dismissed unless they have improved.
In addition to these measures, in my
Confidentiel despatch of the 21st July I have recommended
the appointment of Chief Inspector Kerr to be an Assistant
Superintendent
