Now definitely decided that agencies with exception
of Weihaiwei will be closed before the end of this year.
Notification will be sent to Inter Postal Union Bureau that
mails, etc., should not be sent arriving after end of
October. Despatches from United Kingdom will cease on
September 30th. Arrange according my letter of 24th March.
Send list of Chinese Staff to His Britannic Majesty's
Minister, Peking. Accept suggestion contained in Harborne's letter April 10th paragraph 1 sections C & G. Acknowledge
receipt by cable.
