514 proceeded with before the Consulting Engineers have presented their Report which it is hoped will be received about the end of the present year. (iv) The proposed "amended line of reclamation" shown

on the drawing is the farthest seaward line which, in my opinion, should be adopted. Whilst, during the flood tide and particularly during the period of the S. Monsoon, there will in all probability be some sea disturbance along the line from about points (Y) to (2), I consider if a wall is construc- ted on the line proposed, it will increase the speed of both the flood and ebb tides and thus help maintain the depths on Belcher Ridge and Penguin Shoal, if once dredged.

(v) This increased speed of tides will doubtless cause

some scour along the toe of the wall; hence the

reason for the suggested apron which should be

dumped at the toe of the rubble mound if you decide

to adopt this type of wall.

(vi) With this type of wall, to enable ships to deal

with cargo direct, it would be necessary to

construct piers at right angles to the wall or

wharfs parallel with the wall. In the former case

vessels will be lying athwart the tide which might

make full use of the piers impracticable; moreover the pier would act as groynes.

In the latter case, I submit it would be more

economical to construct a quay wall of sloping

blockwork construction,

(vii) I incline to agree with Sir Maurice Fitzmaurice

that this area should be more seriously considered

with relation to the harbour itself than with the

idea of making building land. In this connection, I beg to remind you that the facilities provided

for the dealing with cargo on the island are very

limited
