Proposed Reclamation from North Point to Quarry Bay.
The proposed extension of the 100 feet road from North Point to Quarry Bay, I understand will involve the quarrying of a large amount of rock which you naturally wish to dispose of in the most economical way and which you consider can be best accomplished by dumping to form a rubble mound foundation for the seaward boundary wall of the proposed reclamation from Marine Lot 431 to Quarry Bay Marine Lot No.4. With that object in view you have verbally instructed me to lay down the line of the proposed well. 2. In forwarding the attached Drawing Reference No.R/8-1 I beg to submit the following remarks,-
(1) In C.8.0.No.3747/1912 "Victoria Harbour", you will
find that the Consulting Engineers called for Flana of the Harbour frontage showing what areas are leased and the names of lessees both in Hongkong and Kowloon; also any Reclamation Schemea in progress
or projected.
(ii) In paragraph of my minute dated 9th June, 1921,
in P.W.0. No.2379/M/1919 to you I state,-
"I was present when Sir Maurice Fitzmaurice discuss-
"ed with Mr. Chatham last November the policy of "allowing unprotected dumping on the harbour front. "He not only deprecated the present policy, but "expressed the opinion that reclamation within the "harbour limite should be more seriously considered "with relation to the harbour itself than with the
