Summarizing the matter:-

I recommend that the Consulting Engineers be requested to advise at the earliest possible moment:-
(a) Whether they recommend that the area be developed
otherwise than as a filled in reclamation of the
ordinary type and if their reply is in the affirmative to forward an outline of their proposala,
(b) In the event of a negative reply to (a), what form
or type of seawall do they suggest should be constructed,
(c) Any other contingent points which bear directly or
indirectly on the considerations set out above.

With reference to the remarks on paragraph 5
as to filling, Government is under covenant to receive a
very considerable amount of such filling at this point
almost immediataly, and, I am therefore arranging in the
meantime in order to provide for this to continue Eastwards
the mound, vertical wall and wharfage now being constructed
at Marine Lot 431. Should the Consulting Engineers not
decide in favour of this type of construction it will not
be a difficult matter to fit in such type as they may advise
with what has already been done.

documents which are referred to hersin:-
(1) Key plan ▲ showing extent of Reclamation, &c.;
(2) Large scale plan B showing extent of Reclamation, &c., giving also details of seawall construction; (3) Sketch plan C shewing type of a reinforced concrete
wharf;
(4) Copy of Mr. Duncan's report dated 28th March, 1922,
