5. Assuming that the Consulting Engineers do
not propose to utilize the areas under consideration within the proposed line of ultimate reclamation for dock purposes,' the important question for them to decide is what form the
seawall to this reclamation should take.
A strong point that can be advanced in favour of the old type of seawall is that a very large amount of surplus stone would be available for its construction from the very considerable amount of rock cutting that will be entailed in the re-alignment and formation of the 100 ft. road shown by purple lines on both of the accompanying pleng Goverment is under covenant to commence the construction
of this road at an early date, and, if the construction of the mound portion of such a type of wall could be commenced at the same time, this method of utilizing the rock cutting could be put into operation from the start. By this
arrangement also protection would be afforded to the large amount of filling that will eventually be deposited on the
area, whereas it would probably take a considerable time
before a vertical wall could be commenced and the fill ing
deposited in the meantime would consequently have no protection.
Under these circumstances, and as a matter
of expediency only, a mound and wall of the usual type with
re-inforced concrete wharves forming an integral part of it
has something to recommend it, but it is a matter which
should be finally settled by the Consulting Engineers.
If they consider that the area within the
limit of the seawell should be developed by the formation
of basins, slipways or other auxiliary facilities in
connection with a harbour, the type of seawall to be
constructed becomes only a secondary consideration, and in such case they should be requested to give a sufficient intimation of their proposals to admit of Government making
arrangements
