With reference to Sir R. E. Stubba' Confidentiel despatch of the 16th November, 1921, I have the honour to forward for your consideration six copies of a Bill to deal with the property of ex-enemy missions in the Colony and the carrying on of the work of such missions, which I propose with your approval to introduce into the Legislative Council.

I would draw attention particularly to paragraphs 14 and 15 of the Objects and Reasons attached to

the Bill in connection with the view expressed in the

enclosure to your Confidential despatch of the 29th March,

1922.
