I have been considering your enquiry whether you may lay before your Committee the Report from the Gover- ment of Hong Kong which I sent to you dealing with Venereal Disease in the Colony, and I have come to the conclusion that we can only regard it as a strictly Con- fidential document, as it was sent to us by Sir E.Stubba on that understanding-
But I think that you may reasonably put to your Committee, if you like, any special points that arise out of it, and that you may communicate to the the gist of the situation as outlined in the Report.
I hope that this will serve your purpose, but I fear that in present circumstances we cannot agree to the circulation of the document to the members, I need hardly
say that I shall be glad to have your personal observation on the report, as well as the views of your Committee on anything you may decide to put before then.
