5. THE NURSING STAFF: The Maternity Department is probably the most satisfactory in this respect, and is indeed quite good. The position held in England by Sisters in charge of wards is not actually represented, but two fully-qualified midwives who have considerable nursing experience supervise the "boys" and amahs in the wards. The nursing has improved recently, but is still unsatisfactory and requires changes.

I am of the opinion that it would be unwise to exclude this hospital from any anti-venereal scheme, as it is in the first place the hospital to which a native would come if wishing to try modern methods of treatment but doubting the wisdom of so doing; and, secondly, the Board of Directors are and have been for many years the leaders in charities, and by their organisation possessed of the best machinery for works of general social improvement. Again, I am unable to see why venereal cases could not be treated quite successfully here, and the fact that treatment by newer therapeutic preparations and methods has been carried on in the Tung Wa Hospital, and has

succeeded, rather tends to strengthen this view.

In conclusion, I greatly regret that the

Commissioners did not think it necessary to consult with the

Government Visiting Medical Officer during their one brief

tour of inspection. With all possible respect for their

adverse criticism I feel that it was based on a superficial

examination of the actual conditions, and an inadequate knowledge

of the general working of the hospital and of the numerous

other activities of the Board of Directors of the hospital,
