With reference to your Confidential despatch
of the 25th October, 1921, I have the honour to forward a copy
of a report by Dr. C. W. McKenny, Visiting Medical Officer to the Tung Wa Hospital, upon Dr. Rupert Hallam's memorandım regarding that hospital.

Mr. E. R. Hallifex, in his memorandum forwarded in your despatch No.203 of the 18th July, 1921, suggested that the Commissioners sent by the National Council for Combating Venereal Diseases might have got their impress- ions of Hongkong in truer perspective, if they had been more at pains to consult Members of the Medical Profession, Goverment officials, and others having experience of local conditions; and Dr. McKenny makes a similar point in the concluding paragraph of his report. A like criticism may be made in respect of Dr. Hallam's remarks upon the Chinese Dispensaries.

It is perhaps a question of the point of view. The Tung Wa Hospital and the Public Dispensaries are run by Chinese for Chinese, and they do most useful work among a population that regards with the gravest suspicion alien innovation. These institutions have been carefully
