With reference to my despatch No.320 of the 23rd August, 1921, I have the honour to forward copies of further correspondence with Messrs, Johnson, Stokes and Master containing a further petition addressed to yourself on the subject of the compensation payable to the Tai Yan Steam Launch Company and others.

I would point out that in the consideration of this matter no mention has yet been made of the large expenditure that this Government has incurred on taking over the petitioners' concern, particularly in respect of the piers involved. I enclose a copy of a minute and report by the Director of Public Works which shows clearly the amount expended to date together with the expenditure that may reasonably be anticipated in the near future.

I recommend that the petitioners should be informed that the claim for compensation for the loss of anticipated profits cannot be considered and that no payment can be made to them until they have submitted a claim in accordance with the ruling given in Lord Milner's despatch
