two letters which I have recently addressed to the Military
Authorities on the Military Lands question, together with
a copy of a letter which has been sent by Major-General Sir John Fowler to the War Office.

The proposals hitherto made for the settle- ment of this difficult question have been met by the objection of the Army Council that the size and disposition of the future garrison cannot yet be indicated; and, as this objection will no doubt continue to be raised to any comprehensive scheme, the arrangement now outlined merely lays down general principles for the exchange of lands, without binding the War Office to a settled policy with regard to the nature of the garrison in the future.

It is unnecessary to coment at length upon the various points referred to in the correspondence. The obligation which is placed upon the Colony is a heavy one, but the expenditure required of it will be spread over a number of years, and there is every prospect that the outky will be recovered in full. The advantage accruing to the Colony as a result of the provision of space essential for its growth is incalculable.
