Captain Superintendent of Police or on any of his subordin-
ates and I would apply therefore for permission to make the
necessary adjustments in the accounts, namely to pay
85,783.74 in cash in respect of the deficiencies in the
Shore Guards Account and in the Indian Family Remittances
and to write off $16,014.28 in Stores Account in respect of
goods paid for and not received.

I much regret that this further case of want
of supervision in the Police Department should have arisen
so soon after the defalcations of Mr. Chan Pui, but I am
satisfied that the arrangements now in force in connection
with the Police Accounts Office should make it a matter of
great difficulty for a dishonest subordinate officer to perpetrate any further frauds,
