of raw opium (12 taela 1 pound). If this rate is adopted it would naturally imply the subtraction of any sum already paid on the basis of half the fine imposed.
6. I may say that the Hongkong Liquors and Tobacco Ordinances specifically give the magistrate power to apply half the fine paid as a reward to the informer, but that in these cases also the practice is not now followed for the reasons given in my second paragraph above.
7. As regards the samples which you forwarded
and which I now return herewith (with the exception of the
contents of tin (c)), (a) is Benares raw opium, usually in
4 lb. balls, (b) is Persian raw opium, usually in 1 lb.
cakes, (c) is Indo-China prepared opium in ✈ tael tins. If you are disposed to send the opium to Hongkong, I am willing to offer the usual reward prices specified in my fifth
paragraph above.
8. Your question as to the value of the opium
is less easily answered, as the legitimate channels through which it may be sold are now limited; but double the reward price would perhaps be a reasonable estimate.
