mat a man in Queen's head Central whe gave him details of the gathering to take place at the Fe Hing theatre, and he added this further rider "Unless you carry out these instructions you will be maltreated," From these twe witnesses alone we have it clearly ⚫utablished at this inquiry that there was formidable intimidation rife throughout the Colony of a criminal nature. Then in connection with the strike there was a foul murder on the Praya and a violent anneuls by stabbing. The Jury will have ne difficulty in coming to the oenolusion that there was a strike in this Celeny of a most serious nature and attended with oriminal circumstances. We also have it clearly prøved before this inquiry that this assembly was a part of that strike and it is a fair inference to connect this assembly with the general circumstances of the strike.
We can carry this particular heading very much further because
we are perfectly entitled to consider the attitude of the
Government in cemection with this strike. How did the Government regard it? They regarded it as a very grave matter, as a very grave crisis in the Celemy. For that resson they passed, I think as drastic legislation as it was possible for them to pass in comection with the strike. The special Ordinance passed, Ofrdinance 5 of 28 - in effect took away the whole of the liberty of the subject. It is impossible te cmceive more drastic legislation in connection with the strike: the powers taken by the Goverment were similar to the powers the Government teek when the Great War broke out. Frm that alone we can properly gauge the views of the Gerornment, but the Government did not stop there. They decided that ne Chinose should be allowed to leave this Colony unless they had a
pass from the Government, and that pass would not be granted until the circumstances had been enquired into as to why the man rented the pass, This whelo inquiry arises out of that particular legislation for stopping the Chineso leaving the Colony. It was the cernor- stone of the Government's policy that the Chinese should not leave during this crisis unless they had a pass. The Gevarement even did
net stap at that. They issued a Preclamation calling out the
