The matter came to the notice of the Secretary for Chinese Affairs early in January, his information being that the situation was very serious and that arrangements for a strike had been completed in Canton. He at once arranged for a meeting between representatives of two of the principal Shipping Companies and the Officers of the Seamen's Union; but it was apparent from the outset that the Union had no intention of discussing tema for a settlement. The Kwok Man Tong now came out into the open under the immediate leadership of a man named Tse Ying-pak. Tse Ying-pak was educated at Queen's College, Hongkong, and was later a master in the Ellis kadoorie School, Canton, whence he was dismissed for organising a strike among the school-boys. Subsequently he became a prominent member of the Kwok Man Tong and, on the establishment of the Republic in 1911, he was appointed Director of Education in Canton. He left this post during one of the early changes of Govern- ment under the Republic and travelled abroad, principally in America. Upon his return he became known as a prominent revolutionary and agitator. He edited a newspaper in Hongkong which was forthwith prohibited by this Government because of the seditious and bolshevist nature of its con- tents, and he then went to Macao whence he was banished for running a paper on similar lines.
