In paragraph 7 of his report br. Fletcher observes, quits correctly, that the Chinese Palico and the District watchmen Fores were entirely useless in regard to getting infomation as to cases of intimidation.

I am not sure that I satirely agree with his ocket "though they must have had the amplast evidence available". The difficulty of dealing with the intimidation

was that nobody would give information as to the person whe had threatened him, and I think that a Chineno of the lower
