The unfortunate man who lost their lives or
received injuries suffered as a result of their disorderly and illegal conduct but I feel that they were more to be pitied than to be blamed ae in most cases they were intimidated and terrorized into acting as they did. It was not so much their own criminal intentions as the evil designs of those who for their own purposes induced and compelled them to cease work that caused the situation which made it necessary for the troops to fire.
In these circumstances it is felt by my Government that the dependents of these misguided men who lost their lives are fit objects for its compassion and
I have with the concurrence of the Executive Council decided
to make grants of $1000 to the dependents of each of the
four men killed.
It is proposed also to make suitable grants
to the men who were injured when the extent to which they are permanently disabled can be assessed.
