incur the risk not merely of contracting the diseases themselves but of being the source of infection to other,
and often innocent persons. On grounds therefore both
of individual and national welfare the development of these
disegees in all auch irresponsive and immoral individuala must be prevented so far as it is possible to do so without condonation of an offence committed both against morality
and society.
(6) If an individual has incurred or has reason to
think that he or she has incurred risk of infection it is
his or her bounden duty to cleanse himself or herself
thoroughly and immediately; the smallest delay or ineffectual or insufficient cleansing may lead to failure in preventing the development of these diseases. Further, if any signs or symptoms of these diseases, however elight, are experienced, it is the boundlen duty of the individual concerned promptly to seek medical advice or promptly to attend a Vonereal Disensos Clinic. Since the offence is social as well as moral these two duties are owed by the individual not merely to himself or herself but to the community and it should be publicl v and officially stated that only by fulfilling them can the offender make such amenda as are possible.
(7) - The existing Ablution or Disinfecting Centres should be continued but should be regarded definitely as experimenta subject to careful and official supervision from which accurate and wide experience may be obtained so an to for a trustworthy basis for any decision as to their
extension.
9. The first stop, therefore, should be the provision of depôts where the most effective means of irrigation and washing would be available fre of charge, so that persons could resort to them immediately after exposure to the risk of infection. These depote should be in the neighbourhood of brothels and should be in charge of custodians thoroughly
