to transmit a copy of the report

of the Legislative Council appointed by me to consider the

report presented to the National Council for Combating Venereal Diseases by the Commissioners to the Far Eastern Ports in respect of their visit to Hongkong.

The report has been much delayed owing to

the difficulty experienced in getting the necessary information as to the incidence of venereal disease in the community, and latterly on account of the strikes which prevented any meeting of the Committee being held. I concur generally in its conclusions and would add that as regards the report of the Travelling Commission I do not think that I can usefully add anything to Mr. Hallifax'a memorandum enclosed in your despatch No. 203 of the 18th July, 1921.
