For convenience, the whole of section 2 of Ordinance No. 14
of 1921 is repealed and re-enacted, but practically the only part
of the substituted section which is new is paragraph (c).

Section 3 saves pending cases.

In my opinion this is an Ordinance to which His Excellency the Governor may properly assent in the name of His Majesty and
on His behalf.
