I have examined the accompanying Ordinance intituled an Ordi-
nance to restrict the employment of aliens and of former enemy aliens on certain British ships registered in the Colony of Hongkong
and I au of opinion that the Ofdinance is one which is not contrary to the
Governor's Instructions.
The Ordinance is based on ections 5 and 12 of the Aliens Restriction (Amendment) Act, 1919, 9 and 10 Geo. 5, c.92. The introduction of this legislation was approved in the Secretary of State's despatch of the 10th October, 1921.

The definition of the term "former enemy alien" was, in 'accord-
ance with the suggestion made in the Secretary of State's despatch
of the 23rd June, 1921, altered from the form used in the United
Kingdom Act.
