Enclosure 2.
316
ATTORNEY GENERAL'S CHAMBERS,
REPORT ON ORDINANCE No....?..
Hongkong..27th.March..............Yới/ 1922.
1.
I have examined the accompanying Ordinance intituled
an Ordinance to make temporary provision for the appointment of
solicitors to appear in the original Jurisdiction of the
Supreme Court in certain emergencies,
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
2.
Owing to death and other causes there is a scarcity of
practising barristers in the Colony at present, and, in order
to expedite the hearing of actions, the Chief Justice asked
for power to appoint solicitors to act as counsel in suitable
cases. This Ordinance gives him that power.
No objection
was raised by the bar.
