unimpeachable antecedents for permission to enter the

colonies, subject to their being under the control of a

British, allied or associated subject in the colony and of

their being vouched for by a responsible British ecclesiasti-

cal authority,

It is probable that you have learned of this

action of the Colonial Office, in as much as that office

will have corresponded with the Governor of Hongkong

regarding any legislation that may be necessary to make

these regulations effective in that colony. We deemed it important, nevertheless, to give you this information

in order that you might in return inform us what its bearing may be upon the early return of some of the German missionaries to Hongkong for the purpose of their resuming the supervision of the evangelistic and other

work which they had been carrying on in that colony. We

have learned of the return that has already taken place of

some Roman Catholic German missionaries to British colonies

in Africa. We hear reports also of the return of German

merchants to these colonies. You will at once recognise

the importance of the Christian forces acting promptly in

matters such as these, in order that we may do our full

part in healing the wounds that have been caused by the

war. We trust that you will write freely to me regarding these questions, giving us frankly your best advice regarding them.

In order to save you from the trouble of copying parts of this letter in communicating with

Archdeacon Barnett, we are sending him a copy of the whole

of this letter.
