With reference to your Circular despatch of
the 2nd August, 1921, I have the honour to forward for your
consideration the enclosed draft of a bill which is intended
to give effect to your instructions regarding the supervis- -ion of aliens who undertake missionary or educational work
in Hongkong.

I would however point out that the conditions obtaining locally are in one important respect different
from those in India and in other British Colonies and Protectorates. The bulk of the population of this Colony consists of Chinese subjects, and the large majority of those who are engaged in educational and missionary work are Chinese subjects; if the term missionary, which is not defined, is held to include all those who are engaged in propagating the various European and Asiatic religious
doctrines.

The apparent object of the legislation now in
contemplation is the provision of safeguards against possibly dangerous activities on the part of persons of European or American race who carry on missionary or educational work among a native population such as that of India or Africa; and I consider that it is not advisable, in the case of Hongkong, that the legislation should cover
aliens of Chinese race.
