With reference to recent correspondence on the

subject of the strike of Beamen and others in Hong Kong,

I am directed by Hr.Secretary Churchill to transmit to

you to be laid before the Army Council a copy of a

domiádahtial despatch that has been received from the

Governor of Hong Kong containing his report on the

strike.

2. Mr.Churchill is impressed by the apparent help-

lessness of Hong Kong in the matter of labour and good

in face of 111 disposition on the part of the authorities

in Canton; and it appears to him desirable that the

attention of the Army Council should be invited to this

aspectof the situation, and to the consequent problem of

the practicability of defending Hong Kong in war time

without the good will of those authorities,

3. A similar letter is being addressed to the

Admiralty,
