As soon as the strike commenced the seamen began to go by railway to Canton, where complete arrange- ments had been made to house, feed, and pay them. Ship after ship, as it came into port, was deserted by its crew, and the man left for Canton, saying in many cases that they went under compulsion. In Canton the men were entertained and feted, among others by Sun To, Mayor of Canton, son of Dr. Sun Yat-sen, who issued a decree that all temples and public places in Canton must be open for the accommodation of the strikers who must be protected therein; and the flag of the Kwok Man Tong was hoisted over the strikers' headquarters. The seamen were also given identification cards having on one side a portrait of Br. Sun Yat-sen.

That the seamen had a legitimate grievance on the wage question is manifest from the fact that a day or two after the strike began the shipowners unanimously agreed to advance wages on the scale shown below, with the added concession that they were prepared to leave the final deci- sion in the hands of arbitrators to be appointed by the Government.
