There has been a meeting between the Sec.
Chinese Affairs and the Secretaries of the Societies

for the Protection and for the Abolition of Mui Teai.
Your telegram of 22nd of February refers.
They propose to draw up suggestions in collaboration aimed at the abolition of the system as soon as
practicable.

The Government and both Societies have the same
aim, nemely abolition; but they both agree that
the process must be gradual. Meanwhile consider that the issue of a proclamation would be dangerous especially as exposing a large number of
girls to the wiles of procuresses; and they deprecate it. Before the girls are encouraged to leave their
employers it would be very desirable to have some
acheme to provide their future.
