With reference to your telegram of 7th March, 1922, I have the honour to confirm my reply of the 13th March which read as follows:-
Your telegram 7th March, Opium. No fixed maximum under agreement with Goverment of India. Only limitation is that under Anglo-Portuguese Agreement of 1913.
I enclose as requested a copy of the agreement with the Government of India for the supply of opium to this Government from which it will be seen that no maximum (or minimum) is imposed on this Government. Under the Anglo-Portuguese Agreement however this Goverment is pledged not to import for consumption in the Colony more than 540 chests per annum nor for re-export in prepared form more than 120 chests per annum. This Government has never availed itself of the right to import for re- exportation.
