PARAPHRASE telegram from the Governor of Hong Kong to

the Secretary of State for the Colonies.

I am requested to send following telegram, Begins.

It is emphatically pointed out by British unofficial

members of Council and of Committee of Chamber of Commerce

that a most serious state of affairs and one likely to

recur arose in the recent strike owing to the intimidation

of workers which was organised from Canton with the

sympathy of Sun Yat Sen and other officials of his

Government which caused a general stoppage of work and

paralysed the Colony's busines8,

The Local police were totally unable to cope with intimidation even with the assumption that Chinese police

did their best no information could be obtained owing to

refusal of intimidated persons to say anything. Bolshevic
