foreign Goverments have not applied the embargo with the same stringency as has been observed in the case of British subjects, and, being impressed with the hardship to British commercial interests in being thus unfairly handicapped, I have recently advocated, in reporting to His Majesty's Secretary of State a revision of the inter- national agreement in such a way as to place all foreign importers upon an equal footing, or, failing this, the removal of the disability to which British merchants are at present subjected.

I received a telegram from Lord Curzon in reply on the 12th instant stating that the Foreign Office are considering what can be done to improve the present unsatisfactory position.

In these circumstances Your Excellency will,

I feel sure, agree with me as to the undesirability of taking any action calculated to weaken the position of His Majesty's Government pending a reconsideration of the situation.
