In reply to Your Excellency's despatch No.

3 of January 6, asking for my views with regard to a proposed modification of the absolute prohibition of the export of aircraft from Hongkong, I have the honour to state that I have received no intimation, which would lead me to suppose that the policy of His Majesty's Government with regard to the importation of aircraft into China has been revised, and it is not, therefore, competent for me to offer any expression of opinion.

As to South China, it would be difficult to believe that any aircraft imported would be used for other than military purposes, comercial flying for various reasons not being practicable.

The ground on which the Civil Governor bases

his requests for permission to obtain aircraft through Hongkong is the desirability of establishing a training school for aviators, or, in other words, the foruation of a military flying corps.

On January 3rd, 1922, ten aeroplanes were imported into Canton from Manila, by a vessel of the Russian Volunteer Fleet flying the French flag, presumably for this purpose.
