Sir,

With reference to your Confidential despatch

of the 14th November, 1921, I have the honour to forward

for your information copies of the correspondence noted in

Letter to H.B.M. Consul-General, Canton,

dated 29th November, 1921,

Letter to H.B.M. Minister Peking,

dated 6th Jemary, 1922.

Letter from H.B.M. Consul-General, Canton,

dated 9th January, 1922.

3rd. person note from H.B.M. Minister, Peking,

dated 12th Jamary, 1922.

Telegram from H.B.M. Minister, Peking,

dated 26th January, 1922.

Letter from H.B.M. Minister, Peking,

dated 30th Jemary, 1922.

the margin which I have

had with His Majesty's

Minister at Peking.

It will be seen from this correspondence that 8 cases of Hydro-

planes which this

Government had detained in Hongkong eventually reached Canton via Manila, to which port they had been allowed to be sent. It would appear, therefore, that unless other

powers can be induced to keep as strictly as Great Britain,'

to the agreement against exporting munitions of war to China we are merely losing trade without any benefit

accruing either to China or to ourselves.

THE RIGHT HONOURABLE

WINSTON CHURCHILL, M.P.,

*c..

20.,

80.

I have the honour to be,

Sir,

Your most obedient humble servant,

B.E. Statts

Governor, &c.
