Minister at Peking.
It will be seen from this correspondence that 8 cases of Hydro-
planes which this
Government had detained in Hongkong eventually reached Canton via Manila, to which port they had been allowed to be sent. It would appear, therefore, that unless other
powers can be induced to keep as strictly as Great Britain,'
to the agreement against exporting munitions of war to China we are merely losing trade without any benefit
accruing either to China or to ourselves.
