Under the Volunteer Ordinance, 1893, there was a fine of $25
for inefficiency in any training year, but the form in which the fine
was enacted made it depend upon the existence of a system of capita-
tion grante made by the Government to the funds of the corps. There
is no capitation grant now.
When the Volunteer Ordinance, 1920,
was being drafted the question of providing a fine for inefficiency
was considered, but the unofficial members of the committee which
considered the bill were at the time impressed by the general reaction
against military control and compulsion and were at the same time
rather too optismitic as to the probable results of the volunteer ·
system. Accordingly e sanction for inefficiency was provided
in the form referred to in paragraph 2 above, and it was hoped that
men who joined voluntarily would be sufficiently keen to make then-
selves efficient in nearly every case, leaving a very few cases to
be dealt with by dismissal.
4. These hopes were not realised, and it was decided to provide
that any inefficient volunteer shall forfeit a sum of $25 to the
general fund of the corps. No objection whatever was raised in
any quarter to the bill.
In my opinion this is an ordinance to which His Excellency the
Governor may properly assent in the name of His Majesty and on His
behalf.
