are ill treated. This is not so they are removed from the custody of their adoptive parents or employers - which could not of course be done if they were slaves,

In this connection the Governor observes "no doubt there

are cases of ill-treatment of mui tṣai, The occurrence

of prosecutions in the Police Court prove that fact:

it also proves that the existing law can and does protect

these children. The theory that cruelty is general or

even common is entirely unsupported by evidence".
