Commission on Child Labour is now sitting in the Colony.
Colonel Ward at our discussion laid it

Is he not rather like the juryman who
declared that the other eleven were damned obstinate

He also said that he had made very exhaustive personal enquiries in the Colony. But he had never been to the Secretary for Chinese Affairs Office; or I believe, the Police Uffice: nor had he discussed his views with anyone in a position to give infomation but the Governor and that only more or less informally. He had little discussion, 1 think I am right in saying with the Chinese themselves; and the general conclusions he formed were based on his own
observation alone.
