Great endeavours are being made by the
United Kingdom to come to arrangements with other foreign countries
Similar to those made with France. U.S.A. and Japan, A considerable number of favourable replies have been received, but in some cases where the replies are unfavourable, the Home Office are con- sidering whether pressure should be brought to bear by refusing to issue any opium export licences from United Kingdom to those countries.
