Great endeavours are being made by the

United Kingdom to come to arrangements with other foreign countries

Similar to those made with France. U.S.A. and Japan, A considerable number of favourable replies have been received, but in some cases where the replies are unfavourable, the Home Office are con- sidering whether pressure should be brought to bear by refusing to issue any opium export licences from United Kingdom to those countries.

Both (2) and (3) are very desirable as an example to other countries, which are naturally liable to view with suspicion a suggestion that they should make arrangements which are not being ex- tended to our own Colonies.
