I am directed by the Custodian to inform you that he became registered, pursuant to the Treaty of Peace Order 1919, inter alia, as Proprietor of 13 fully paid shares of
the above Banking Corporation previously registered in the name of Mr. A.H. Milzer, a German National whose address on the Company's register was in Hamburg.
As the Board is aware, with the approbation of the Custodian for Hongkong, all the shares on the London register in respect of which the Custodian was registered as Proprietor have been disposed of. The Board is also aware of the position regarding Mr. Wilzer, the correspondance relating thereto being on their Papers Nos.7673/1915.
Mr. Wilzer was a Commissioner of Customs for the space of 15 years in the service of the Netherlands Government. His cage was apparently carefully considered and instructions were ultimately given to the Custodian for Fongkong through the Secretary of State for the Colonies that Mr. Wilser might be authorised to receive a lump sum of $5,000 and a monthly allowance of $500.
The Custodian has been approached by a Mr. Guy Acheson, a Commissioner of Customs in Chine, who is at present in the Office of the Chinese Customs, 26, 01d Queen Street, Westminster, 9.7.1., on behalf of Mr. Wilzer. Mr. Achesop states that the Hongkong Custodian is not in the possession of sufficient funds to make the payments directed and re- quests the Public Trustee as Custodian to place the money at the disposal of the Hongkong Custodian in order that he may 20 80.
It will be remembered that in addition to the 13 shares on the London register Hr. Vilser slso owed 16 shares on the Hongkong register and 1 (or possibly 2) on the Shanghai register, and consequently if the Custodien for Hongkong is, &s is anticipated, disposing of the shares of the Hongkong register, he will no doubt have sufficient funds in hand to enable him to make the payments.
The Public Trustee as Custodian would be glad to reseive the Board's directions as to whether they consider it desir. able that he should place the whole of the monies which are in his banda in relation to the shares formerly in the name of Mr. Wilzer on the London register at the disposal of the Custodian for Hongkong, or whether in the alternative he should retain such monies and inform Mr. Filzer that he should claim direct in accordance with Article 297 of the Treaty of Versailles.
I am to enclose you herewith for your information copies of certain documents which were left with this Department by Mr. Acheson and when the matter has been considered perhaps you would be good enough to return the same to this Department in order that they may be forwarded to that gentleman who desires to keep them.
