A. Mr. Food thinks a paragraph might be added about the voluntary action which is being taken by the Chinese themselves, and the danger that ill-considered action by Government would have effect of drying up the private enterprise of Chinese efforts, which are more likely to succeed.

B. Mr. Wood does not want to see this draft again, or future drafts on the same subject unless for some special reason.

C. He thinks a stock answer should be prepared based on Mr. Halifax's memorandum.
