In view of no Branch of the National Council for Combating Venereal Diseases having been established in the Colony in defer- ence to His Excellency's wishes that no voluntary organisation should be formed, and his refusal to appoint a joint official and voluntary body to act as a Committee, it will w advisable to make some special arrangement which will enable the National Council to provide the Colony with such material and information as they may require,
We understand that a small official Committee, consisting of the Colonial Secretary, the Principal Civil kedical Officer and the Director of Education is to be appointed, and that voluntary organ- isations are to refer to that body. We would suggest for consider- ation that this small Committee should apply to the National Council for Combating Venereal Plaenaea for recognition as a provision Branch Council. If the Council agree, permission can then be given to the
Hongkong Committee to use the copyright of such pamphlets as they wiấ to reprint, to reorive information and publicstions from England, and to make use of the leadquarters organisation in London for securing and shipping such material for education as they may require.
